The Blues are long-term admirers of the midfielder, who was a shock omission from Belgium’s squad for this summer’s World Cup.
Chelsea tried to land Nainggolan back in 2016 and they have kept track of him ever since then.
Roma have always knocked back any approaches for the 30-year-old but, according to Il Tempo, that is about to change.
The Italian club have put the midfielder up for sale after their sporting director, Monchi, decided it was time to cash in.
The transfer guru believes Roma should sell Nainggolan now and reinvest the money elsewhere in the squad.
That news will be of great interest to Chelsea, who could now return with a fresh offer for the Belgian.
The Belgium midfielder was controversially left out of Robert Martinez’s squad for the World Cup Finals in Russia.
After hearing news of the rejection, the combative midfielder subsequently retired from international duty.
He sparked outrage in his home country when he was caught smoking and drinking on camera at a New Year’s Eve party earlier this year.
